Here's one small and quick displacment test i just ran, this took 10min to render using a 8bit map.

Displacement is a layer in material panel. As subsurface or coating...

That's pretty cool mashium :)

Another one now, this is a streetcorner with displacement on all surfaces.

It's a bit difficult to see in this shot that displacement is used but trust me it's there all over the place. And i only let it cook for 15 min because of sleepyness is kicking in now..

Yes.
There are two flat planes. The one is the "water". It has an displacement map together with a bump map. The second one is the buildings. Used only a 8bit depth map for it, so it could have been much nicer with more bits, but it was just for testing purposes.
It's done in cinema4d, right out of the plug.
