Separate application "MXM library scanner"

With all the issues that still seem to hound users due to lost links in MXMs I feel it an advantage if there was actually a little app that say overnight can be run like a virus scanner that checks the full contents of ones library and sub folders for materials with broken links. After the scan it reports back a list of materials with suspect links and then allows the user the option to:
1. click and open the material for user editing,
2. delete the material from the library,
3. auto fix the links and rescan!
This could be a handy procedure that can be run ever so often to ensure ones library doesn't become a mess!
I guess other options may be included under scan options to make the tool have wider applications like collect and package all maps and localise links so that the whole library can be moved or duplicated to another location without inheriting a mass of link issues!
I guess like a library manager, maybe even a third tab in the Mxed, (Editor, Brower, Manager)?
