Automatic GMT offset

My wish:

When I put city coordinates(i.e. Madrid), time and date in the control panel, the system should automatically tell me wich is the GMT offset number associated with this data, and change it if I want.

i.e. Madrid + January = GMT +1, Madrid + June = GMT +2 (due to summer hour change)

But this is automatic DST (Daylight Saving Time)...
Automatic GMT must be fetching the location of the user from the system instead.

Yes Tom, you´re right, it´s DST, but which number I must place in the "GMT offsett" box (environment settings): +1 according to world GMT offset or +2 according to DST?

I think is +2

btw, Tom, Istambul is a wonderful city!

If DST is once implemented you just keep putting any hour you want and maxwell should decide the the relative time acording to date. You're also right about selecting-city-and-get-GMT concept.
p.s: so you've been here, anytime again let me know ;)
