What image editing program is best for adding text?

Hi everyone- I have been using Gimp as my image editor but have found it to be a complete pain when I want to add text to my image. I can add the text but it is very hard to manipulate, as a workaround I have been using Rhino to add text- scale, change dimensions etc and then I import into Gimp to overlay on my image.

I would like to have an image editing program that could eliminate some of these steps. What are you folks using?

I like this http://www.artrage.com/ but just because i like it doesn't mean it's good. You better ask the real experts.

Inkscape's text editor is also dead-in-the-water .. Don't go there.., but I like it's other abilities.

But because of this very thing, .. I've landed on XARA for this type usage. Not free, but not expensive.

Curious to see other suggestions ...
