cpu performance very low

Hello!
I don´t know why but i can´t increase the cpu performance to more than 50%. Now i´m rendering on maxwell v 1.1 and the cpu performance is about 54% and ram performance is 173648 of 3013352. I´m runing on xp32, any advices?
