cheap/free software to edit .dwg files ?

hey there.

i am searching for a software that is easily usable and pretty cheap with basic functionalities to open/draw/edit .dwg files for a «non-architect» person...

maybe someone has a hint ?

.not the cheapest one but efficient and autocad-like.
.bricscad V7 classic 225 dollars.

rhino3d can open dwgs, its interface is very similar, it has its own maxwell plugin, and you can try it free :D for up to 25 saves
