cheap/free software to edit .dwg files ?

hey there.
i am searching for a software that is easily usable and pretty cheap with basic functionalities to open/draw/edit .dwg files for a «non-architect» person...
maybe someone has a hint ?

.not the cheapest one but efficient and autocad-like.
.bricscad V7 classic 225 dollars.

rhino3d can open dwgs, its interface is very similar, it has its own maxwell plugin, and you can try it free

for up to 25 saves
