It's total hoax... I heard that same story about US 10 years ago...haha

There was similar story about Miami, going back close to 20 years.
Some major drug trafficers were being tried based in part on the fact that they had so much cash (millions) with traces of coke on the bills.
So the defense had general circulation bills tested and found an incredibly high percentage also had traces of the drug.
The story bounced around the major media here for quite a while.

well some kind of test was done in london and a similar result come up... now it did made the bbc news so maybe there's a small element of truth no matter how distorted it may be....
well they should test chocolate wrapping foil for traces of heroine....

The primary use of tin foil is for heroin use here. It is kept behind the counter in shops.
