A bug. Since Focus to... rarely works, as explained in the previous bug post, an alternative is to move a camera's target manually, which is kind of okay. To do so, an active Camera's target gizmo must be visible. However, selecting a Camera in the object list or Viewport not always turns its target and origin gizmo on, so one cannot move it using the mouse.

On another note, maybe related, sometimes, but not always, when deselecting everything or clicking in "empty space" in the Viewport, the gizmo one of the recently selected objects is shown, even though no object is shown to be active/selected in the object list or Viewport.
