I cannot figure out why my texture is not mapping in Rhino 3D. The size of the texture is 10'-2" tall x 32' 7 1/2" long

Feels like you don't have a thickness of an object - or / and some normals are flipped.

I discovered the problem. I was using a .png instead of a .jpg for my mask. The mask doesn't read transparency

Oh .. but isn't it better to use jpeg mask ? just black and white image where white is the mask ?
Like a proper alpha technique. While PNG, doesn't really creates alpha channel it just doesn't draw pixels that doesn't exist (while jpeg fills it with black) - some apps convert it to black and white mask under the hood but I found it always better to use a proper mask.

Thanks, you're right, better to use jpeg. The PNG was causing errors
