plugin speed parity

Is there supposed to be some form of parity for the plugins ? is there some kind of standard the plugins have to hit to be viable.
My question is coming from having seen two different dcc apps export the same obj file to maxwell fire /studio and render at exponentially different speeds. We are literally talking one application transferring the whole scene in a minute compared to the other transferring at 1 percent per minute.
