I am pretty sure this is an environment variable thing.
Try adding (if not already) the "MAXWELL_ROOT C:\Program Files\Maxwell\" environment variables.
Also check to see if the Maxwell path is in your system variables as well. (if not, then add it)

show me your env ... run 'cmd.exe', type 'set' and post the line with MAXWELL_ROOT
