Does not seem to work properly. No matter whether I use it via the shelf or the File-export process I do not get dependencies for referenced mxm's.

If you open the mxs in Maxwell Studio and do Pack and go you do get these properly.

Using maya 2013 x64 and the 2.7.15 plugin

That's not implemented in the plug-in at this moment. We'll add it in a future build.

Frustrating...pack and go is not a new feature. Many years since this concept was introduced. It was one thing to be missing basic features in 2006. It is 2013 now.
