I have a 5000 (tall) x 1000 Maya scene and 1 would like to view my fire preview 1:1 rather than scaled to fit my monitor. Is it possible to zoom and pan around the full size preview without actual moving the camera?

No, the FIRE viewport works the same way as a perspective viewport, it needs a camera.
