Is there any way to turn on motion blur in fire?

No. FIRE itself supports motion blur, but unfortunately there's no easy way of retrieving motion data from Maya without changing the current time. The plug-in would need to move the time slider back and forth every time something changes in the scene, which would make Maya unusable.
