Is it possible to set the sun time in seconds using Cmaxwell_setSunLongitudeAndLatitude?

I've played around with the time of day parameter, which help states can range from 0.0 to 24.0 and I can't find a way to change seconds from zero.

To the minute accuracy is good but second accuracy would be ideal for the script I'm writing.
