There is an SDK already available in the installation package and as a separate download. The SDK will be always distributed with Maxwell. The only differences are in the licensing scheme. If you want to use the SDK for commercial purposes, you will have to pay for a profesional license, other uses are free with the Maxwell license.

In my opinion using SDK commercially means developing a plugin (for example) with it to another application (like blender for example) and start selling it. Isn't this a commercial use of SDK?

Yes, if you create anything with the SDK that you want to sell, this is a commercial use. For example a plug-in for a 3D application. If you don't look for a profit-use, you can write a plug-in and distribute it freely. We can also contribute to the difussion of the plug-in and certify it as an official plug-in.
